ทั้งนี้ รฟท.ได้แจ้งไปยังเอกชนทั้งสองกลุ่มแล้วว่าผ่านเกณฑ์ และตอนนี้จะเริ่มต้นขั้นตอนต่อไป คือ เริ่มเปิดซองที่ 2 ด้านเทคนิค คาดว่าจะดำเนินการเสร็จไม่เกิน 3 สัปดาห์ โดยเกณฑ์จะพิจารณาตามทีโออาร์กำหนด และซองนี้จะมีคะแนนเป็นเกณฑ์ตัดสิน และเริ่มเปิดซองที่ 3 คือราคาในเดือนธันวาคมนี้ และจะทำการต่อรองอีก 2 สัปดาห์จากนั้นจะส่งผลการประกวดราคาให้คณะกรรมการนโยบายการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) ก่อนเสนอที่ประชุมคณะรัฐมนตรี (ครม.) คาดว่าจะสามารถลงนามกับผู้รับงานได้ภายในวันที่ 31 มกราคม 2562
