การให้ความช่วยเหลือทางการเงินแก่เมียนมาในครั้งนี้เป็นไปตามยุทธศาสตร์สร้างความสัมพันธ์ที่ดีกับประเทศเพื่อนบ้าน และยังเป็นการสนับสนุนการผลิต การค้าและบริการของผู้ประกอบการไทย รวมถึงการจ้างงานในประเทศไทย มากไปกว่านั้นยังดึงดูดนักลงทุนชาวไทยให้เข้าไปลงทุนในเมียนมามากขึ้น ซึ่งเป็นผลจากเงื่อนไขเงินกู้ที่ได้กำหนดให้ใช้วัสดุอุปกรณ์ต่างๆ จากประเทศไทย ไม่น้อยกว่า 50% ของมูลค่าสัญญา รวมทั้งให้ใช้บริการรับเหมาก่อสร้างและวิศวกรควบคุมงานจากประเทศไทยเป็นผู้ดำเนินโครงการด้วย น.ส.รัชดา กล่าว
